Dallas homeowners have until Oct. 15 to file Home Improvement and Preservation Program (HIPP) applications for financial assistance.
The city of Dallas’ Department of Housing and Neighborhood Revitalization administers the program, which provides financial assistance with its Rehabilitation and Housing Reconstruction Programs.
What the programs provide
Major Rehabilitation: Homeowners can apply for a low-cost, forgivable loan of up to $50,000 to address work required to rehab their homes as determined by the city.
Housing Reconstruction: The program provides homeowners with a new home on their current property. Assistance is provided in the form of a loan of up to $160,000. The program is by referral only by city staff.
How to pick up an application
Paper applications in English and Spanish will be issued at curbside at four Dallas city libraries through Oct. 15, from 10:30 a.m. to 5:30 p.m.

- Pleasant Grove Branch Library, 7310 Lake June Road.
- Martin Luther King Jr. Branch Library, 2922 Martin Luther King Jr. Blvd.
- Audelia Road Branch Library, 10045 Audelia Road.

Where can applications be dropped off?
Completed applications and supporting information will only be accepted Oct. 17 (Saturday) from 10:30 a.m. to 3:30 p.m. Incomplete or early applications will not be accepted. The applications will be accepted at the Polk Wisdom, Pleasant Grove, Martin Luther King. Jr., and Audelia Road Branch libraries in Dallas. Learn more here.
