How Much More Can Celina Grow? Developer Announces 11,000-Plus More Residences

Celina continues to grow with Centurion American Development Group announcing it’s behind a project that will include 11,110 homes and apartments. (City of Celina)

In effect, it’s like building a whole ‘nother town.

Centurion American Development Group announced Tuesday the largest single mixed-use development that it has undertaken — a community with 11,100 homes and apartments.

Called Legacy Hills, the 3,200-acre development near the intersection of Legacy Drive and Celina Parkway will include a broad range of residential and commercial facets, including:

  • 7,000 single-family homes
  • 4,100 multi-family units (apartments)
  • 100 acres of commercial development
  • 27-acre sports park
  • Two 12-acre sections for future Celina ISD schools
  • Two seven-acre fire/police stations
  • An extensive network of walking trails with numerous amenities
  • Seven amenity centers
  • A golf course with a clubhouse, driving range, and space to work on a short game.

In other words, a whole ‘nother town.

It’s the largest single mixed-use development undertaken by Centurion, a Farmers Branch-based company.

“We’re planning for Legacy Hills to become the most sought-after address in Collin County,” Centurion American CEO Mehrdad Moayedi said. “With an array of onsite amenities, a prime location, and ample open space; this development will be a true lifestyle experience for future residents.”

Already, Celina has been a hotbed for development. The community is saturated with colorful builders signs and subdivision construction is going on nearly every corner in the summer heat. The Villages of Uptown is a new community with 2,500 single-family homes. North Sky Celina is a 783-home community. Chalk Hill is a 440-home community. Tomlin Investments unveiled plans for a $2 billion, 1400-acre master-planned community of 4,000-plus homes west of Celina.

Celina also leads Frisco for a total number of residential building permits issued in the first half of 2021. The city has issued 1,672 permits through July 30, compared to 1,412 in Frisco. In June alone, Celina issued 320 building permits to Frisco’s 129 permits, according to Addison-based Tomlin Investments, which tracks new home construction in the area’s fastest-growing suburbs and exurbs.

Rex Glendenning, CEO of REX Real Estate, brokered the acquisition for Centurion American’s Legacy Hills project.

“Rarely does an opportunity to acquire a several thousand-acre master-planned mixed-use development with over four miles of frontage along the Dallas North Tollway and only 20 minutes away from Legacy Business Park present itself,” Glendenning said.

Each Legacy Hills subdivision will feature an amenity center with a community swimming pool and playscape area. Centurion is allocating 27 acres of land to Celina with plans for it to be developed into a sports park. Running through the center of the verdant development will be an 18-hole golf course, complete with a clubhouse.

The single-family subdivisions will include a wide range of 40-, 50- and 60-foot lots. They will be developed by some of the area’s top builders, including Ashton Woods, Beazer Homes, DR Horton, First Texas Homes, Lennar Homes, M/I Homes, and Mattamy Homes.

Construction is scheduled to begin later this year.

How much more will Celina grow?

The sky seems to be the limit with the city not approaching buildout. The U.S. Census projects Celina’s current population to be 23,427. In 2018, the Census estimated the population at 12,735. In 2010, it was 6,028.

Celina city manager Jason Laumer told The Dallas Business Journal that the city’s projected growth is to be 160,000 people in 10 years.

“Our ultimate buildout is about 370,000. We’re slightly bigger than Frisco, just to give you an idea of our landmass,” Laumer said.
