Dallas Housing Director David Noguera, Planning Director Julia Ryan Announce Resignations

Dallas Director of Housing and Neighborhood Revitalization David Noguera and Director of Planning and Urban Design Julia Ryan have resigned, City Manager T.C. Broadnax announced to City Council members via memorandum Friday afternoon.

“Please join me in thanking Julia and David for their service to the residents of Dallas,” Broadnax wrote. “I will announce my plans soon related to interim assignments for both departments.”

Noguera joined the City in 2017 and has reorganized the Housing and Neighborhood Revitalization Department, Broanax said in his memo.

Noguera resolved almost $50 million in audit findings without financial penalty, and designed programs, financial incentives, and processes to develop and preserve mixed-income housing. Under his leadership the City generated new revenues and a pipeline of 19,749 housing units through the Dallas Housing Finance Corporation, Dallas Public Facility Corporation, the Dallas Housing Acquisition and Development Corporation (Land Bank) and the Mixed Income Housing Development Bonus Program.

Ryan joined the City in May 2021 as Assistant Director of Planning and Urban Design, Broadnax said.

In January 2022, she was named Director. During her tenure, the department completed major planning initiatives such as the adoption of the Hensley Field Master Plan and West Oak Cliff Area Plan. With environmental justice and equity as a key tenet of the department, she spearheaded a zoning change to require public hearings and specific use permits for all new permanent and temporary batch plants and through Dallas’ first citywide future land use plan.

She also worked to stand up the Preservation and Urban Design team, who will focus on the built form and preservation and conservation of Dallas’ historic and cultural places. Additionally, she secured funding for an overhaul of the city’s outdated development code.

Noguera’s last day with the city is Sept. 22, and Ryan will depart Sept. 20.
