With Collin Creek Project, Mehrdad Moayedi Again Revives a Defunct Regional Mall

Regional mall enthusiasts owe Mehrdad Moayedi a round of thanks for reviving old shopping venues in North Texas.

Moayedi, Centurion American Development Group President and CEO, is behind the Phoenix-like rise of Collin Creek mall. In 2020, Moayedi revived one of Tarrant County’s more dynamic malls, North Hills mall in North Richland Hills, a few miles from where he grew up in Bedford.

Moayedi was front and center Friday when his firm and Plano formally kicked off construction of the commercial phase of the $1 billion Collin Creek mixed-use development.

“When Plano first started, this was the place to be as far as malls go,” Moayedi said. “It has a lot of history. And people like it, and they want to see it come back, and I feel like this will bring it back in a way that deserves it.”

The mall was built in 1981, predating Stonebriar Centre and Legacy West. Collin Creek anchor stores included J.C. Penney, Amazing Jake’s, Sears, Macy’s, and Dillard’s. It had a sizeable food court and lots of diverse shops.

So, it was nice to see the fanfare that trumpeted the Collin Creek development on Friday. Plano formally kicked off construction with fireworks and proclamations.

The project’s commercial portion will include approximately 400,000 square feet of retail space inside the shopping center core and exterior perimeter retail. Also planned is a collection of signature restaurant concepts and entertainment destinations. We previewed the plans in May.

“Collin Creek will provide one of the premier mixed-use redevelopments in North Texas, right at the Southern gateway to our city,” Plano Mayor John Muns said.

“The city’s agreement with Centurion American is historic. While many former regional malls across America sit idle and vacant with little or no hope of redevelopment, the city of Plano worked with the developer to fully fund the transformation of the Collin Creek Mall. Few cities have accomplished this feat.”

The residential construction phase will include 500 two- and three-story townhomes built by Ashton Woods Homes, Gehan Homes, and Mattamy Homes. It will be built on the west side of the old mall site.

“We’re thrilled to have broken ground on this exciting live, work, and play development,” Moayedi said. “We’re looking forward to bringing to life an unmatched experience for residents and visitors alike in this prime location of Plano.”

  • Dillard’s demolition is complete.
  • Site grading, engineering, utilities work, and project design are ongoing.
  • JC Penney demolition will be completed in October 2021.
  • Parking garage construction will start in Q4 2021.
  • Single-family residential lot construction along Alma has commenced.
  • Urban core paseo demolition will start Q2 2022.
  • The city of Plano’s culvert reconstruction is underway.
  • Urban core paseo construction will start Q3 2022.
  • Urban core restaurant and multi-family buildings construction will start in Q4 2022.
  • Residential lots will be delivered to builders in Q3 2022.
